Without any context, if there’s two under cover units and 3 marked units all grouped up to take someone into custody on the street, my first mind goes to felony attest warrant for some type of violence committed with a firearm.
It would be very, very weird for this to be random coincidence. That type of response is normally planned and targeting specific people in the community.

I’ve dragged a 15 year old down by the hair and body slammed them. The PC was for assault 2 DV. If you only saw the video of what I did, you would think it was completely unacceptable. Context matters. Don’t bring rage bait here and expect an actual helpful dialogue.
No context. Context matters. Did he just roll into a group of kids playing in the park and do that for no reason? Were these kids causing a huge problem? Could it be overstepping? Yes, but It’s a really stupid take to think nothing could ever justify this at all.

The cop was in an unmarked car. He was in uniform.
We have zero idea what the kid did and why the cop grabbed him. So it’s impossible to tell you if it was acceptable or not.
