Does a tribal / Indian nation attorney have to register with the state bar?

As the title asks.

Can you be an unlicensed attorney in the United States of America in any given state, represent a tribe, and consult on matters related to non-nation / American citizens as they occur on tribal land?

It depends on the tribe. Generally they do not need to be admitted to the state bar but may have to be admitted to the tribal court based on their criteria. Some tribes have their own bar association.
