Does he sound like he works for the council?

A guy with an orange visor on bin collection days every so often on occasion he will line up the black bins near the curb. But ive also caught him on my ring camera filling people’s black bins with white bags of rubbish, across the road he put about 2 white large bags in and their bin doesnt close. He walked away past camera view then came back with these bags.
It happened to us last year our bags were overfilled with unknown white bags in the black bin plus our neighbours and our neighbour blamed us and thought we put rubbish in their bin because the bags were also in ours.

Is what hes doing sound legit or is this guy trying to sneak his rubbish into bins?!

    Ask him?

    We have a council contractor employed ‘bin fluffer’.

    He goes around and makes sure that wheelie bins are accessible for the main crew that follows on a few minutes later. 

    He also quickly sorts out any general mess from foxes/wind that has happened overnight since the bins were put out.  

    Occasionally he will also empty any public dustbins that are nearly full, and leave the bags ready for collection by the following bin crew. This is possibly what the white bags are.

    If the bins are all emptied who cares? Maybe part of his job is redistributing excess to half empty bins.

    The advance guy often moves bags to other bins to reduce the number of bins the guys behind him have to move or lift.

    If he’s official I’d expect him to be working every week. 

    You say he has an orange visor, but does he also wear the rest of the getup? Hi-vis jacket and safety boots?

    If he’s just some random dude cosplaying a binman, he needs to do better than just sticking a visor on.

    If there’s a bin on the road with not much in, sometimes the bin man who is lining up the bins ready for collection will empty it into another one that’s not full – so maybe that’s what he is doing? So when they’re chucking it in the truck, they just do one bin rather than two.

    Could he be a volunteer litter picker? Usually they pile up the bags next to the park bins by us but maybe he’s putting them in wheels bins instead?

    I noticed someone doing this when I was at my daughter’s, but it was bin day and she said he’s an employee who moves the rubbish across from some houses that are less accessible to the bin lorry, if there’s isn’t as much rubbish to make it worth bringing the whole bin across, then have to return it.

    Either he works on the bins or he spends an inordinate amount of time going around lining up bins and putting rubbish into bins. 

    And how much time have you wasted checking the ring camera and typing your theories?

    One of the theories seems far more likely than the other.

    Sounds like a bin man prepping to make it quicker when the cart arrives. Can’t see the issue if all the rubbish is taken.
