A guitar string is a decent analogy. A string that is fixed at both ends, and the ends can’t move. When you pluck the string and it attempts to move/vibrate, it can only vibrate in such a way because those ends are fixed. The scientific vernacular is the fixed ends are boundary conditions that must be satisfied.
The same happens for electrons in an atom or in a crystal lattice. There are specific boundary conditions those electrons must obey, which give rise to very specific ways those electrons can orbit.
Electrons and the nucleus are bound together, so technically the energy levels are of the combined system.
However, electrons are much lighter so the electron orbitals are changed much more easily.
When the electrons want to settle in against a nucleus, there are only certain ways that their “state” can fit, and those states are not smoothly connected to each other. So electrons jump suddenly from one state to another if you give them enough energy. The energy to jump from state to state are the energy levels
