It’s the same as with any other house.
If the cliff is stable there is no difference between a house built on a cliff or any other type of rock.
Engineers will assess the max weight and if a house will fit within the weight, you will have a safe house.

The answer is a real cliffhanger!

Ahem. First the ground is determined to be safe by someone who knows a lot about the ground and soil called a civil engineer. They make as sure as they can that the cliff is pretty stable and won’t collapse if a house is built on it. Architects work with the civil engineers to design a house that will be able to hang over the cliff a little bit in what’s called a cantilever. In the part of the house that’s far from the cliff supports might be driven into the ground to be super sure the house doesn’t fall over the edge if the cliff starts to give way. It’s important that these houses be inspected to make sure that they’re safe every few years to be sure everything is ok.
