ELI5 why is fluoridated water so contentious in America?

I’ll preface by saying I have no strong opinions either way, I’m just curious if it’s a by product of the strong political polarisation or there’s more to it.

The question came to mind when I saw the recent news of Utah banning it. Plenty of people I saw commenting in the story mentioned how the ban is “sending us back in time and is going to worsen our health”

That made me curious as to why fluoride in water is seen as a necessity in America when most water in Europe (which is seen as having better health/safety standards) is not fluoridated. Does Europe not fluoridate their water because they’ve not done it for so long, so it’s not seen as a necessity?
