Almost everyone has a cell phone in jail now. They’re contraband but it’s not like it was where 1 or 2 people had one a wing. More people have illegal cell phones than not in some jails

In most cases, I’d wager not.
Other than privileged legal stuff, assume that all communications into and out of jail are monitored.
