You learn a little bit about it from the notes and various information around the world. Ajay’s mother had made arrangements prior to her death to have pagan min aid Ajay with her final requests. The letters detailing what would happen and making such arrangements were altered or destroyed by a rogue CIA operator assigned to Kyrat. He made sure that Pagan min wouldn’t be there to meet Ajay and that Ajay would come into contact with the rebels. Everything else is the result of Ajay’s mother keeping her son hidden in America and largely ignorant of his father’s actions in overthrowing the previous government and installing Pagan min to power. She didn’t want to face the truth of what happened or put Ajay in danger of the reprisals Pagan was known for, including kidnapping and assassination of dissidents in other countries. Pagan had made certain assurances to her before her death to protect Ajay and grant him safe passage, much of her final will and requests was edited by the CIA before it reached Ajay.
