Fireworks Laws and Private Property

In Indiana it appears there are few to no restrictions on fireworks on or around the 4th of July. We have a person in our neighborhood who sets off thousands of dollars of fireworks every Fourth shooting them off his driveway and over surrounding houses. When each lot is <0.2 acres this covers a lot of houses. Based on discussions with the fire marshall there is literally nothing we can do, Indiana law prohibits the HOA or municipality from restricting fireworks. Every July 5th is spent picking up trash that this person has blown all over the neighborhood. Is there any possible civil recourse we are missing to at least make them responsibile for the garbage and embers they are forcing everyone else to clean, or some individual property protection to keep them from launching mortars directly over my yard?

Before anyone asks many people have asked if they can limit or stop these displays and were told to “go to hell” so there is not a polite option here

    If someone is littering on your property, you can report them to the police for littering, and you can sue them for the cleanup costs.
