    In this reality, Rudy Giuliani (with today’s brain) is the lifetime mayor of NYC and abolished such pesky constitutional rights.

    At that point there wouldn’t have been enough evidence that a crime was being committed for a judge to approve a warrant.

    Because he really wasn’t there for any environmental concerns, In the scene with the mayor he pretty much reveals that what made him go after the Ghostbusters was that he thought they were scamming people. As much as people want to turn Peck into a champion of law, the reality is that he didn’t really give a damn and completely overstepped on his duty.
