You start by making friends first. Social groups/gatherings etc. help build a network. Over time you’ll find you have more in common with one or two people and you two will do more things together. It takes time to establish trust and build a close relationship. Don’t rush it. Start with the basics.
Anything you want to do, get out there and do it. Then talk to someone who is doing the same. If you need help or advice, ask them for it. Once you know their name, use it. When time passes, invite them out to join your existing friends or yourself when you celebrate some event. If it all comes naturally to you, even better. examples: martial arts, reading at the library, joining a club, club sports, playing video games, or at the gym.
after introduction: recognize their good form/technique/strength area and ask how they gained that strength.
invite to: general hangout with your other friends, birthday, Fourth of July, New Years, accomplishment celebration, ect.
It’s also very possible it feels more natural and you just hang out with them outside of the shared hobby.
Of course make sure they are really someone trust worthy and reliable, as a close friend should be. They should be interested in your success which you can test by how willing they are to help you initially.
