I was at a driving range. When I returned to my vehicle, a few people were waiting to let me know that my car had been hit. They got the license plate. They also said he threatened a woman who told him that he hit another car.
I filed a police report, and they found the guy who hit my car. However, he claimed to have never been in an accident. I just got the report, and while it mentions photos of that guy’s car, there are no photos of his car or mine.
The guy’s insurance is not listed.
I called my insurance company, but I haven’t filed a claim, because they couldn’t confirm that my rates wouldn’t go up.
How should I proceed with this? Should I try to find his insurance company and file a claim through them?
P.S. My car is drivable, there’s just a sizable dent in the front bumper with some paint missing.

Do you have contact information for the witnesses? Give them to the police when you file your report and to your insurance company.
In MA you can try to run that plate through the RMV site to try to obtain the insurance info. But I believe the police would’ve been able to see it as well, so not sure why the info isn’t listed, if they have insurance.

Go to Vehicle Registration, Check Status of a Registration
Otherwise, your insurance can run the plate, if you open a claim. Or I guess, you can sue the guy.
