What do you mean where?
A piece of paper. Anywhere.
Not knowing how to use periods or commas has less to do with bad handwriting and more to do with grammar. You should look into proper grammar and punctuation usage.
I suggest notebook paper, pencils, and pangrams.

If this is basic literacy like not knowing when to use a period and not knowing when to use a comma, read as much as you can. Read books. Read the newspaper. Read magazines. It will make a big difference.
Read. A lot. Everything and anything. You’ll see the patterns.
There are also free resources if you search up things like basic English lessons online.
It’s awesome that you’re aware and want to do better! Like someone else suggested, reading books and articles would help you get familiar with it all. I would also watch YouTube videos and see someone explain/break it down so you understand why the books/articles are using the punctuation the way they are. Tons of teachers make educational videos that are easy to follow along with! At 31, I struggle a ton with geography/history so I watch random videos on TikTok or the discovery channel to learn as much as I can. There are plenty of good “brain rot” videos that are actually super educational! Just take it back to whatever grade you want to start at and go from there. Zero shame in that!
As others said, read! Subscribe to a reputable newspaper and read every day. Humans are pattern recognition machines, you will start to notice what good writing looks like and then you’ll start to mimic it. Write in a journal daily, even if all your write is nonsense.
If you live near a community college, you could join an evening adult continuing education class on creative writing.
What are you into? It will be much more motivating if you find something you like writing about, and then find people.who also like to write about that thing. A lot of writers get started in fanfiction. These can be good communities in which to get feedback.
