How do I explain the issue with my dick to someone?

19m bi/gay (I flip flop between the two tbh) did stuff with a guy a while ago for a bit but that’s about it for experience

I have frenulum breve, I don’t know how severe a case but it’s definitely there, when hard my foreskin goes down showing the full head but it won’t budge even a little bit past it if that makes sense. The foreskin itself isn’t tight this is NOT phimosis it’s just the frenulum holding it back.

I know that puts it at a risk for tearing, so I want to up front with anyone but also I’m unsure the best way to word that? TBH especially with guys I don’t want to be the one with the problem dick if that makes sense so I don’t want to draw to much attention to it but also I want them to know it’s frenulum breve NOT phimosis as there’s connotations there with hygiene issues which I don’t have and don’t want them to worry if I do. (Even if it’s apparent I don’t)

But any scenario I think in my head just kinda has me going full ADHD over explain, which isn’t great in the moment. Kinda doing that now tbh 😅. Ahhhh i just don’t know how to word it.

Also little side issue I’m worried about it tearing which had made me a little apprehensive to do more, I’ve tried stretching but haven’t seen results yet. I’ve gotten blowjobs before and that went alright but that’s different to actual penetration.
