How soon after a debt collector mails the debt validation (at the request of the debtor) can they choose to sue?

It’s my understanding that the debt collector needs to provide debt validation, but I haven’t been able to find information as to how the process works from that point forward.

It would make sense for the debt collector to at least await confirmation that the debt validation was received by the debtor, then await/establish communication with them, prior to suing.

Is that post-providing debt validation communication actually necessary? Or could a debt collector just check the box that they sent the debt validation, then sue anyway before attempting to come to an agreement?
