I was told I was making 15 dollars an hour for the last year. I was going over my paystubs and discovered I’ve been making 13 instead.

I am a college student and work at a doggy daycare. I make enough money to scrape by. I recently looked over my paystubs and discovered my raise from last October was never implemented. I know I should have looked sooner, please refrain from telling me in the comments. The manager that gave me the raise left on bad terms with the company. I do have a text from her saying 15 was ok and would be implemented. I also filled out a self evaluation form with my new rate on it that was sent to our head offices, I unfortunately don’t have access that. I reached out to my old manager to confirm and she is claiming she sent emails to her boss, HR, and the head of the company. As she is no longer with the company she doesn’t have access to the emails. My new manager has been very kind about it but she claims this goes above her and has to go to the head of the company. I have showed my manager the text from the old manager, but have refrained from bringing up the emails in fear they may delete them. Am I obligated back pay? I’m not sure what my next step is and I’m waiting to hear back from my boss about next steps. If I don’t have back pay do I have enough evidence with the text from my old manager to prove anything as that’s currently all I can muster up? Sorry for bad grammar. Also to note I am being paid less than every other employee despite being the highest position below a management one.
