I was pulled over for passing on Highway 21, in violation of Idaho Code 49-634.
I was in Lane 1, and there were no cars for the entire stretch of highway in Lane 2. There was a police car in Lane 3 very far ahead.
I had a dotted yellow on my side, clearly identifying this as a passing lane, and Idaho Code 49-637 says you can “use the center lane when the center lane is clear of traffic”. I don’t believe I violated any of the statutes in 49-634 for which I was cited – I had sufficient visibility and well over 200ft of space, I did not interfere with any oncoming traffic, and I returned to my lane after passing (still dotted yellow line).
If it was not allowed to pass here, why would there be a dotted yellow line?
Am I wrong, or should I try to fight this?

NAL. I would fight it, dashed yellow means you can cross, doesnt it? Weird.
