    In the vatican most likely yes as he is the regent. Outside, too, technically as i assume he has diplomat credentials.

    As long as the Pope is in office, he enjoys absolute immunity. The Pope is both the head of the Church, and the sovereign of the Vatican City State (like a monarch).

    Under international law, heads of state generally have absolute immunity from lawsuits and criminal prosecution in foreign countries. This means that if the Pope slapped you while visiting, say, the U.S., you probably couldn’t sue him or have him arrested under normal circumstances.
