This is so weird and messed up, but a friend of mine in Texas just called me because they were at the gym and they overheard a guy having an appalling phone conversation with someone. The guy was talking about how he tried to take out his neighbor’s cat with rat traps because the cat was leaving paw prints on his truck. And then he detailed how the neighbors found the cat caught in the trap and freed it….so now he’s planning to get a 22 with a silencer and take out the cat directly.
Best case scenario: the guy is a psycho blowing off steam. Worst case scenario: the psycho actually kills his neighbors’ cat with a gun. Since he already put out rat traps for the cat, both of us are worried that he might follow through on the escalation. And since there’s no way of knowing until that scenario does or doesn’t happen, is there anything my friend could do interventionally? Like getting the guy’s license plate and sending the police a tip?

Not sure where you are so can’t comment on your specific location. In Canada, Criminal Code s430 Mischief covers damage to animal that is considered legal property of an individual. There is also s445 and s445.1 which covers offenses like wilfully causing unnecessary pain, suffering, or injury to animals, fighting or baiting animals, and administering poison to them.
Unfortunately if you call the police and you have no evidence to support your claim, and that the cat had not been hurt, I’m not sure what the police can do for them. Perhaps just a conversation from the police will deter him? Or piss him even more that he makes sure the cat will be dead…
Perhaps the guy at the gym knew friend was eavesdropping so made up an outlandish tale. (Let’s hope this was it)

If you call the cops and say your friend herd someone say they intended to kill a cat they’ll put you on speakerphone, open instagram, and say “dang that’s wild” for a few minutes before clearing the call as “no case”.
Assuming you’re in America, people have the right to say stupid shit. It’s not illegal to talk about wanting to kill your neighbors cat.
