The best term I heard was its “pee-mail”. They leave their scent for other dogs to pick up on, who then reply with their own scent.
My dog does that along the fence with the neighbor dog all the time when the two are outside at the same time. One pees along the fence, and the other sniffs it, then leaves his own pee in response that the other dog sniffs. And even if the neighbor dog is not outside when I let my dog out, he goes and sniffs along the fence for any new “messages” and then leaves one of his own before going about to do his “business”.

My dog will pee 15 times on a walk and then be able to pee a half hour later as well. Some dogs just don’t let it all out.
You can’t pee 30 minutes after you go the first time?
They aren’t just peeing to empty their bladder, they are also peeing to spread their scent
So they saved some pee back for doing that
Or your dog can produce new pee quicker than you can

edit: sometimes dogs just pretend to pee, if she’s crouched down like girl dogs do she may not be going and you can’t tell
my current and my last dog would pretend to pee on things even if they were tapped, my last dog would do it like a dozen times

My theory is dogs have a pee “half-life”. They only every pee half of what is in their bladder so there is always something left.
