“iOS toddler games” should not be three words next to each other.
My kids have loved the bimi boo apps. You can’t access the whole app without paying but imo it’s an amazing price for what you get and it’s a one time fee per app. Both of my kids learned their colors and shapes from those games and my oldest learned ‘bigger and smaller’ when she was really struggling with those.

I love this app. Ad-free and funny interactions and rewards. If you’re able to browse their other apps with the same characters, they’re all super fun. Some are for babies like popping bubbles, playing music, etc. and some are for elementary kids like learning math.
My kid loved BabyBus games as a toddler.
Cbeebies have little game apps
