Is there anything I can do to either get my landlord to fix this issue or get out of my lease?

Location: Iowa

I moved into this new apartment back at the end of May, it’s half underground split-foyer style. Every single time it rains, without fail, my carpets on my outer walls get soaked for 2-3 feet from the wall. Every time it happens, they send out a cleaning company to address that part, but I then have to run fans for days to actually dry it out, and by the time it dries out, it rains again. My apartment is constantly deconstructed and my power bill is asinine. Is there anything I can do here, or am I SOL?
