    not refrigerated, but chilled. you can put a chilled water line in your house. if you are wealthy and like wasting money you can put a chilled water line going to your pool. would it matter very much in summer in arizona? probably not. maybe a little.
    if you have an in-ground pool the water will always be much cooler than the air temperature. if you have an above-ground pool the water will be a bit closer to air temperature, but still not hot, still fine to go cool off in the pool. a chilled water line isn’t really necessary to make your pool less hot. a pool does that on its own, as a property of its physical pool-ness.

    If a pool is (or will be) too warm to swim in on a regular basis, providing shade will keep it MUCH cooler. A “decorative” fountain spraying water into the air and back down to the pool will evaporate some water cooling the air around the pool and the cooled water that’s left after evaporation will help cool the pool. In a hot but very dry area, this could provide almost too much cooling to be comfortable.

    Pool heat pumps do exist and some models can allow you to heat or cool the pool. It will be expensive to run.

    Yes, hotels in hot climates often have chillers, especially if it’s a “party pool” where you have a bunch of people standing around drinking in 4 feet of water

    If you don’t, it will feels like a gross bathtub
