Is this harassment?

Location: Daytona Beach
My niece recently got a new manager who would like to bring in his former team but they won’t let him fire anyone so he behaves passively aggressive by being dismissive and sarcastic and has started sending them links to job openings in other companies. My niece received one of these messages last night after hours and on her personal phone. She’s extremely upset. Is he skirting harassment & just being an asshole? It’s a medium size , private company & there is no HR. They are based out of Texas & everyone works remotely. I’ve worked in the corporate world for 30 years & I’m disgusted by his behavior. Your opinion & advice is greatly appreciated.
