Is this legal for a general manager to do?

I(17f) work at a fast food place Location: Texas and recently we’ve gotten a new general manager. She’s very strict which isn’t much an issue but is refusing to let employees receive employee meals (part of my companies policy we can receive them on shift) and is forcing to pay on the clock. We aren’t allowed to take food home without paying which I understand but today another manager of mine walked out because of her threats and demands. He called my coworker and this is what she told me (audio transcript)
“He said that he wasn’t weighing out the food perfectly whatever and like the old lady [gm’s name] said that if you’re not gonna be weighing , I’m gonna start how are you gonna feel if I start taking .20 off of every paycheck of every hour and he was like I would quit and then he said after that she just started telling him to do more and more things so he said [name] I’m quitting and just walked out”

In Texas I believe it’s illegal to make deductions for mistakes and damages but I’m unsure does anyone have any advice for this??
