This is not true, child abuse laws might apply in certain cases. In rare cases, when severe childhood obesity leads to life-threatening conditions and parents are unwilling or unable to seek necessary medical care, legal intervention may be considered. Childhood obesity is not typically considered neglect, but if a child’s health is at imminent risk due to parental failure to provide adequate care, child protection services may be involved. The problem here is the “rare cases”, and child/animal abuse and neglect is quite often caught too late or not at all.
One is more immediately life threatening than the other and has an easy, instant solution. I can’t say that I agree with it, but I’d rather live in a country full of fat kids than one full of starving kids.

Humans have never been good at doing the math of “what harms me now” vs “what harms me later”.

Look, if you have too long a stick for a ruler, you can cut it off.
If your stick was already too short, you can’t exactly glue on another stick.
It’s morally wrong to allow either to happen.
