Job wants me to stay clocked out for lunch until I arrive to my next stop

So, my job is trying to cut down on overtime. One of the ways they’re doing this is by having us stay off the clock for lunch until we arrive to our next stop. In order to drive to the next stop I have to open up the route app and click on customers’ information. If I’m required to open up the route app and drive to the next house shouldn’t I be clocked in? If my next stop is 30 minutes away, I essentially am not getting a lunch because I’m driving the entire way to the next stop. Isn’t that technically working?
