My apartment complex can only be entered by scanning an RFID key fob. Three days ago, I tried scanning my fob and it didn’t work. Luckily my roommate was there to let me in. I opened the key fob to find that the wires inside were broken and frayed. It’s an old, beat-up fob.
That day, I sent an email to my landlord with a picture of the wires, telling them the situation. I never received a response.
The next day, I called them, and they said “we’re actually getting your copy right now” and they would contact me later that day when it is ready. They never contacted me.
Today, at around 11 AM, I submitted a maintenance request through the online portal formally requesting a replacement fob. It has been marked as received but it is 6 pm and I have not had been contacted by anyone at the office.
I’ve been locked out of my apartment complex for three days, relying on my roommate to let me in. I still have the key to my unit and the old damaged fob.
What course of action do I have here? This is absolutely ridiculous.
Their offices are only open during hours when I work. Closed on weekends.
I want to submit a written withholding of rent but I don’t really know how to go about that. I need the fob to access the courtyard and the laundry room. There is no other way to get inside the complex. I’ve called local locksmiths but they are unwilling to help because it’s technically an unathorized copy and I don’t own the property.

You can’t do anything really. You don’t have quantifiable damages (meaning, damages with a dollar value you can justify before a judge) for a conventional lawsuit, and Chicago law (RLTO) allows the landlord up to two weeks after being given written notice to remedy an issue. You said it has been three days, which is obviously a bit short of the required 14 days the RLTO requires before self-remedy.
