Ok kind of a rant but I will put a TLDR at the bottom.

I started renting an apartment in a “new luxury building” in January and have had one issue after another involving no heat for the entire winter, no ac for part of the summer (which was a reason I chose this building to begin with), shotty Wi-Fi that has affected my ability’s to work from home, and this morning I found my car window smashed out and property stolen due to the fact the garage door to the “secured parking garage” has been broken and left open for a month now. With the heat I notified them immediately and they came to my apartment 3 seperate times to fix it which involved them opening a panel and then saying they were working on a part to be delivered (same excuse for the month long broken garage door) the building was presented as a secured building that requires key fob to enter but once inside there are no further security measures such as an additional key fob thing to use the elevator or doors into the halls or building from the parking garage. This means the garage door being open has also just left the elevator and all areas of the building open to anyone to just walk in and roam the halls. Did I mention it’s on a river parkway where there has been 11 bodies pulled from the river witching a mile just this summer?? Anyways, there is security that drives around but it’s your typical overweight under trained rent a cop (that I’ve seen smoke weed on shift)that on a previous occasion I let know there was someone walking up nd down the street checking door handles and looking in cars to which he just did a circle in his car and called it good. There was supposed to be one of these gentlemen sitting by the open garage door overnight but that seems to be of no importance to them. When I made them aware of the situation politely this morning their reply was “I let the person in charge of that stuff know but she’s gone untill Monday” UNACCEPTABLE. I asked for them to notify this person or someone who could approve having my window replaced before my car has to sit with a broken window overnight to get broken into. I was quoted $240 for a replacement. They then included the person in charge on the email chain who said they’d like to call me about it to which I declined and said I’d prefer to keep everything in writing. They then apologized before offering the solution to “call and make a police report and file a claim with our insurance and they’ll pay the deductable” UNACCEPTABLE. Not only would the severely understaffed and under funded police in Portland waste the resource of sending someone here to take the report but it would require me to take my car missing a window to the station downtown in a very high crime area and leave it unattended while going to file the report. Then I get to call my insurance and expect them to get all this taken care of today? While I’m working as well? They then offered the same advice with 3 months free parking. A $600 value instead of just paying the window service to come fix my window in an hour. I don’t feel like this is my responsibility to use my time to take care of something that happened due to their blatant negligence. There’s plenty of other little things that have gone wrong but this is the big one today
TLDR; apt had no heat or ac for the months they were needed most, internet hardly works affecting my job, car was broken into due to a broken garage door that’s been ajar for a month allowing anyone to just enter the garage and building with no interface. I was told to go fuck myself when asking for My window to be replaced.
I have been extremely patient with this place but this has made me feel like my comfort and my safety that I have paid them well over $10,000 to revive is of no concern to them whatsoever. Can anyone offer some insite as to what my options are moving forward? Not trying to get nything other than what I paid for.
don’t need anyones opinion on Portland being a shithole or how this is the democrats fault. Please respect my frustration when replying.

The internet they provide is intended for residential use, you’d need to pay yourself for commercial service to have any recourse on internet.
They aren’t responsible for violent crime in the general area.
It’s unlikely they would be responsible for the damage to your vehicle if they are genuinely waiting for a part to repair. The person you’d need to pursue is the person who broke into your car.
However if you feel they are not repairing the garage in reasonable timeframe, or making bad faith claims of the delay, you have options to ask for some rent abatement for what you pay for the garage service. They offered three months of free parking which seems a very reasonable offer of compensation.
If the garage being unsecured means the building is no longer to local code in terms of secured entry to common areas you could report to the code authority. I thought the code was only for the actual door to your specific apartment requiring to be locked, but that building entrances must autoclose for fire code reasons, but not necessarily lockl; but I admire I’m not sure on that.
If the heat and AC are repaired now, and you’ve continued paying rent and living there, then you’ve really lost your window in terms of taking action for those issues. You should make yourself aware of the time frame of habitability-affecting repairs for any future issues, and your options like ending the lease without penalty, etc., if those habitability repairs are not made in the legally mandated time.
