Red skull is someone despised by All of Marvel including tons of Villains like Doom, Magneto, Kingpin, and like. If that many people hate him then they would prevent Red skull from getting a cosmic cube at all. How does Red Skull obtain a Cosmic Cube so often.

He stole it from AIM the first time he had it and kept it for quite a while. I seem to remember that he also managed to create his own, slightly less powerful version of a Cube too.
As for why people don’t stop him from getting it, if it were that easy then the Skull wouldn’t be the threat that he is. Outside of Doctor Doom, I’d argue that the Skull is the biggest earth-bound threat in the Marvel universe. He’s sneaky and very smart, so he knows how to stay out of the spotlight until he wants to be there.
RS is Doom lite.
He is a genius and physically the prime of human capability. He has all the ambition, all the drive, and the lack of morality to see his will done against heroes too soft to finish the job.
Doom is his only real competition on Earth, and they rarely interact, only cause Doom is just that much greater than second best.
RS gets cosmic cubes cause he knows his worth and seeks them out, and no one with enough power to stop him actually does so.
Villains usually don’t stop the plots of other villains because they don’t care or simply don’t know what they’re doing.

First earth cosmic cube was created by AIM led by Modok and was stolen by Skull who tried to control the universe, but it was defeated by Cap. Eventually he got it back, but it was destroyed, Second was created by Arnim Zola, with backing by Skull and Hate-Monger. But from cosmic entity named Kubik was born, and Hate Monger soul was placed in it. Eventually his followers tried to free him, and Skull fearing Hate Monger will go after him, he teamed up with Sharon Carter, but at the end Cap destroyed it plus also smashing it into pieces. One of it was used by Skull to threaten Alexander Lukin, but he was assasinated by Winter Soldier. Other remmant was used to create Kobik, a entity with a girl psyche and super powerful. But she had memories of being treated well by Skull so she located him, and he planned for her to brainwash Captain America into being his slave. She couldn’t do it, so she created Stevil, and during Secret Empire after being showed evil of Hydra, she brough back Steve and dissapeared.
I mean, he doesn’t tell people he’s going to get a cosmic cube.
The real answer is honestly he’s just very focused on his personal goals. He also works in decades-long scales, so it’s like, “Oh I have that splinter cell from Hydra from back in the 60s in that location, I’ll have them get my Cosmic Cube.”
Cosmic Cubes aren’t a singular object and can be manufactured. The Skull has a loyal HYDRA mad science team that can make them for him.
