This one is hard to answer with a fully Watsonian answer, since almost all martial art experts in the marvel universe have been able to use chi in some run or another
But the ones that consistently are able to use Chi are characters that run with Iron fist and Shang chi
E.g. Colleen Wing, Daredevil/Elektra, Luke Cage (I don’t remember if this one was a multiverse story or a 616 one)
