Wolverine is an outsider Xmen. He isn’t the same level commitment as say Cyclops. Because of his lone wolf style he doesn’t devite his entire time to them.
This gives him, probably to his chagrin, the opportunity to team up with other groups.
He’s a loner who likes to keep on the move because he doesn’t age and people would get suspicious if he stayed in one place. And because of his long travel filled life he has been to a lot of places around the world which he has ties to.
His long lifespan means he gets bored easily. Maybe to us his time with the X-Men seems significant, but for him that’s just a small part of his nearly two centuries on this Earth. Any elderly person will attest that the years seem to pass more and more quickly as they get older, because each year is proportionally less and less of their life. Now imagine how a 200 year old person would feel. A 200 year old person who can reasonably expect to live double, or triple, that.
Logan has been around a long time, so he has a ton of connections and experience. When you’ve been a mercenary for 100+ years and have been augmented by the government, people tend to want to recruit you for their team.
What’s more, he’s famously restless. Hounded by personal demons, amnesia, and his BFF Sabertooth, he just doesn’t like to stay in one place too long. It always ends badly, so he gets antsy and dips out.
He’s also built up a few enemies along the way. He’s not usually so willing to join teams, but he’s got enough ghosts that he has to work with people in order to deal with them. And he doesn’t want the X-Men helping him with his dirty work.
A gag on one the X-Men titles should be Logan endorsing a rideshare app, as it’s the quickest way to get anywhere.
Well, he got split in two once, and regenerated into two Wolverines, so they put him on two teams, and it spiraled from there. 😛

I would assume because he’s killed a lot of people. Even if he’s not an actively wanted criminal, people tend to hold grudges when their friends and loved ones are filled with stab holes.
