    Well, it is said

    “Won’t be long ’til the summer comes
    Now that the boys are here again”

    So, one presumes, yes. Although the singers seem to have very different opinions about them.

    Well, it’s possible, but not from different points of view, but different time periods. The Boys are Back in Town was released in 1976 and in it the boys are specifically there to have a good time. Maybe they’re back in town becuase it’s summer break, and they’ve returned from school for a few months. But they are there, physically, and the title references their actual antics. Boys of Summer was released in 1984 and is a nostalgic song about summers spent in youth getting into trouble, and having adventures, but the boys aren’t physically there anymore. the boys of summer have gone. So theoretically, the boys of summer could be referencing the antics of the boys, when they were back in town ten years ago.

    Entirely possible, the timeline even kind of works (The Boys are Back in Town came out in 1976 and Boys of Summer is 1984). Our hypothetical boys could very well have spent the last eight years or so hanging around, presumably dating the love interest our narrator refers to in Summer (since he alludes to still loving them even after the boys of summer have gone.)

    As one continuity it honestly kind of works well if we imagine both narrators as the same person. Relishing in the moment-to-moment thrills of the boys clowning and living it up only to be left romanticizing the past as they settle down and our narrator gets left longing for what was.
