My brother got kicked out of the house by me and my brothers (not the actual parents) because he was being a complete asshole recording everyone, staying up late being very loud. replaced all the locks to the doors on his room (used to be 2 people in the room but he was so annoying everyone who switched with him left) and taking absurd amounts of steroids. This all resulted in him getting forced out by me and my brothers.
He tried staying at our grandmothers house but he ended up putting hands on our grandfather and was kicked out. He’s now back at our house, sleeping in the bathroom (not because he has to but because its the only place he can sleep that has a lock on it) and tries to intimidate and threaten everybody. He makes everyone uncomfortable and clearly wants to hurt other people. Parents are totally useless and enable this behavior because they can’t comprehend the idea of letting their kid go.

If he actually commits a crime, you can file a police report, but other than that, just be prepared the day you turn 18 to move out.
What the hell is up with the need for locks
Are your parents around to handle this or do they not care?
If it’s your parent’s house they get to decide who lives there. Unless you are on the title, you and your brothers had no authority to remove him. Only your parents can. It’s possible you can get a restraining order for him to stay away from you if he is actually violent to you, but next year your parents can choose him and remove you. If your parents are on his side, then you need to plan to move out as soon as you turn 18.
