I would send a certified letter to your neighbor asking them to remove the trailer from your property within X amount of days or you will have it towed. After the time is up, call local tow company who would to come get it. it is a way to cover yourself.
You could also contact the local police department, through non emergency line, and tell them you have an abandoned trailer on your property and what is the best way to legally remove it since the neighbor refuses to do so. Since it is your neighbor, they will possibly say it is a civil matter and deal with it yourself.
