Neighbor violating restraining order, what can be done?

Location: California. I have a civil harassment restraining order against my neighbor for stalking behaviors, it states that he has to stay at least 10yds away from me and my child inside our apartment building, or 100yds outside, in the community.
He violated this morning, not only coming within 10yds OUTSIDE the building, but continuing to approach while looking right at me, smiling. I backed away down the block and turned a corner to get away from him, he faked like he was going to run after me and then chuckled and continued walking straight instead of following me further. I called and reported to the police, but the first officers to respond told me it wasn’t even a violation. I ended up calling back and asking to speak to a supervisor, the supervisor got my details and sent another officer out. I spoke to the officer and he said all they could do was take a report, because in order for them to do anything he has to be actively violating when they arrive. I’ve had to wait hours or days for police response, I don’t know how I’m supposed to plan ahead for that and make sure there’s officers on scene while he’s violating. He’s getting more comfortable because so far he’s seen no consequence, the officers come and take notes but continue to tell me that’s all they can do.
My question is, can I do anything to make sure a consequence is imposed? Is there a magic word or cheat code to get the officers to do what the California self help website says they can do? I know it’s an arrestable or fineable offense, how do I make my restraining order work?

    You can report any violations. That’s it. You can’t force the police or prosecutor to take action if they don’t feel action should be taken.
