Won small claims last year and paid a court officer to confiscate the defendant’s item to compensate, never heard back from my court officer. I tried calling, texting, emailing, everything and he doesn’t answer the phone. I called the court and they told me I can’t switch officers and I have to keep calling him until he picks up. I don’t know what to do anymore.

If the item was valuable enough, it’s probably worth paying for half an hour of a local lawyer’s time. It’s possible they will know that specific officer, but even if they don’t they will know the local court system and who can apply pressure.
You can also call one of your county commissioners and/or state legislators to investigate and help move the process along.
