OC Stream recs for a retiree

I am in charge of our safety and security comm and we’re looking at providing an OC (stream) to our pastor and a secretary as they are in the building alone more than anyone. I’ve carried both spray and stream and even taught its use when sworn but it has been some time. What products out here are dependable and will deliver when necessary? I doubt either will carry on their person around the building but having one handy in a desk drawer is fine with me.
