off leash dogs chase my 23 year old cat down and kill it

Location: Florida here, older woman walks her two yellow labs around our neighborhood without a leash, and has no ability to recall the dogs. These dogs have chased after my cat multiple times and the woman has done nothing to stop them, i don’t think she’s physically capable of restraining them in any way, and i fear her ability to take care of them. Multiple times the dogs have chased the cat through multiple properties, the owners daughter of one chasing the dogs away from the cat around 2-3 weeks ago. I fear that they may go after a kid as we have 6 that regularly walk the roads and the woman wouldn’t be able to do anything. Today the dogs chased the cat into a fenced off wooded property with no trespassing signs, and sadly got ahold of my cat. I’m looking for advice as far as making sure these dogs get away from this woman, and are taken care of by someone of able body.
