My apartment complex is in the midst of major renovations and repairs. The previous management company put no money into keeping the property up to date and now the new owners are working hard to improve things.
The issue is that at least once a week they shut the water off to multiple unit during business hours. I get that they’re doing necessary work but this is getting excessive. We get maybe 24 hours notice do laundry and dishes the night before, fill the tubs to be able for to flush toilets, and purchase drinking water. At what point does this become legally actionable?
I’m not currently looking to break the lease, but I absolutely feel consistent lack of water is interfering with quiet enjoyment of the property and the residents should be entitled to some form of compensation.

Legally actionable in what way? Are you wanting to terminate your lease and move?
It would me multiple months of once a week business hours interruptions of water before you had something that allowed you to end the tenancy.
Have you asked landlord for release from your lease? He might be inclined to (and might be wise to) give it to you.
