Parents continually fail conservators’ duties, and refuse to do anything to resign.

Location: Santa Clara County, California.
My parents put me (male 23) under a conservatorship in 2019 (I was 17 in juvie) for the expressed purpose of handling my living responsibilities. More and more I am realizing they are completely abandoning their responsibilities as conservators, especially mother, whom seems to command my father like a guard dog.

I very recently caught my mother red handed committing Social Security fraud, she collects SSI (I didn’t even know I was still receiving it) using my SSN, into her personal checking account, and refuses to allocate any of it to my living expenses. She claims that she is using it to pay for legal expenses from my stint in juvie.

I was forced to move out of their house June 2025 because she feels that I am causing her unbearable pain via the long existing intrafamily conflicts, ironically catalyzed by her refusal to negotiate or have any dialogue, and rigidly demanding her way despite it being often counterproductive and impractical.

She has always been one to stonewall, DARVO, and otherwise deceive, and recently the final straw was that I had asked her in May to take steps to ending the conservatorship because me moving out meant I was to live on my own without her providing food, shelter, clothing, etc. She claimed to have began filing for withdrawal, but recently admitted when I pressured her, that she did nothing owing to “not having time”.

The whole time between my release from juvie I was paying $1500 monthly for rent, and even after I moved out she still demands $150 monthly for use of a storage shed in her backyard.
I already drafted a copy of a PB-4040 (Petition to Remove Conservator) summarizing the history and problematic mindset and decisions she makes. What else can I do to compel her to cede power and give me the social security funds?
