People have been ‘mining’ them like a digital currency for some years now, starting with Silph Co. back in the 90s but eventually becoming possible on consumer grade hardware. Porygon ‘breeding’ has become a popular hobby / show of wealth and technical expertise among Super Nerd types in the years since.
Pour a few dozen antidotes on a grimer to change it to normal-type matter, mold it into a rough duck shape, bake it at low heat into a brick, and then put the mass into a pokeball before the last of the cells die. Digitize it. If the computer spends enough time querying the data for the mass as if it was a Pokémon, the incomplete data for its files will eventually spawn a Porygon in cyberspace. Sometimes a process akin to fossilization occurs with the duck-brick, and it becomes a plastic body for the technomantic Pokémon to merge with, freely able to bring the matter in and out of cyberspace.

Porygons are made from computer code, sort of a Pokémon version of a Digimon.
I would assume they control – C, Control – Z themselves in the PC

I personally think of them like the ISO’s from the Tron sequels. Emergent algorithms/programs given form in the real world in some way.
