I’m in the final parts of my PhD in bio and planning to apply to postdoc positions in the summer/fall. However, many of the labs I am interested in are at universities with hiring freezes. Should I still reach out to the lab PIs / is there still a possibility of getting a postdoc position in academia? What do you recommend I do?

Yes, I think reaching out is key right now. Also ask mentors or other faculty in your current program to see what they know. Understand that they may not know what money is available and/or when hiring freezes may lift, but doing some work now to get your name out there and getting info you can will be helpful.
Reaching out doesn’t hurt just don’t stop pursuing other options. Sometimes hiring freezes don’t affect every position and it is also possible for the freezes to be suddenly lifted. Some PIs may also have collaborations with PIs at universities without a hiring freeze and can recommend you apply there.
