Braille: a form of written language for blind people, in which characters are represented by patterns of raised dots that are felt with the fingertips.
I’d argue no since rumble strips and road studs are also visual indicators, not only by touch/feel

Also blind people can’t drive
On some roads in the US out west they will play a song at a certain speed, America the beautiful is one but I assume there are more.
Road studs have an official name: Botts’ dots.
When I was much younger and far more foolish with my choices, “Driving home by Braille” was not an uncommon reference made by me on “nights out”.
