“Stolen” vacation time

Location: Nevada

My friend was demoted at hey job from a manager to shift lead. Obviously she is no longer salaried, but they also said she cannot access her vacation/PTO time that she has already accrued now. I thought once it was earned, you had to either be given it or at least paid out for the value. Thank you in advance.
