After the 30 minutes, or when you are done speaking, they are released to do as they wish in our world. They are under no compulsion to follow any instructions you gave, but if you’re convincing enough you might set them on some path. If they desire it, they will be given a place to stay and the equivalent of one months average salary to establish themselves.
They appear with any powers and abilities intact, but that’s it. Nothing not physically attached to their body comes along. They’ll be dressed appropriately.

I carefully explain to him the plot against him in Watchmen. Then I explain to him that he’s fully capable of curing cancer and that if anyone was going to figure out if he was emitting exotic undetectable radiation it would be him.

In reality if someone had a good idea on how he could solve global problems he would actually listen and execute the plan.
