From my understanding, they only really had direct control and security for their random assortment of bases and science stations. They had devastated humanity so badly that there wasn’t really a need to maintain a presence over large swaths of territory that they didn’t use on any daily basis.

Would Skynet need to hold territory? As long as it controlled the infrastructure that kept itself operating and had access to the raw materials to build what it wanted to build, it really didn’t have a need to maintain control over big swathes of terrain that would need to be protected at a higher cost than they were contributing to Skynet’s success. It’s not like it needed to feed a population or maintain trade routes or find a defensible frontier from neighours or any of the other major reasons why countries need their borders to extend some places but not others.

I expect the ruins of what is left of the western United States would be more than sufficient to support what we have seen from Skynet in the movies. If it controlled more, it would have been doing so for reasons outside what we think of when we normally imagine empire-building.

We only really know about 3 main hubs in Texas, Colorado, and California. With a smaller facility in a deleted timeline off the coast of Indonesia or Australia.

Skynet heavily nuked Europe with Russia and China striking back against major population centers and military targets in the Continental United States. That would leave the East Coast largely destroyed and the Midwest heavily bombed and irradiated. Southern and Northern California would be likewise heavily targeted by non US nuke strikes. Central California would be struck but to a lesser extent. Skynet itself would send forces as far as Toronto and Ohio but without much need for controlling the area.

Skynet only totally controlled a few relatively small areas, centered on its major bases located in North America. The actual locations themselves (mostly former military bases) were under constant guard, with regular patrols by hunter-killer units into the surrounding few hundred square kilometers. (Maybe wider?)

While Skynet controlled small areas, it’s influence on the larger region was massive, as it frequently launched raids on known or suspected Resistance locations wherever they were located.

From what we know, Skynet has little interest in holding territory, only in ending the threat of human life in as efficient and rapid a way as possible. As such, I assume there are HKs deployed world wide, seeking out pockets of human life to exterminate.

In the 1992 Dark Horse comics series “Hunters and Killers”, we see that Skynet has sub-nodes, and its Russian equivalent “Mir” had been provided limited intelligence to oversee human extermination on the Asian continent.

The same year, Robocop vrs Terminator was published, which showed a possible future where the terminators completely won, ending all life on the planet in its totality. The next step was to build spaceships and head out into the void of space, to ensure there was nothing else alive anywhere else in the universe.
