What would you do if you see someone without a front license plate, and then when you get behind them, realize that they are registered to a state that only issues a back license plate?

Nothing. You can’t cite someone with one plate who lives in a state that only requires one. Just like tint, etc. if the state they live in allows it, you can’t cite for it.
We have no probable cause for stop based on that. I live in a two-plate state and work in a city that boarders a single-rear-plate state, so this happens daily.
Keep driving? They aren’t doing anything wrong. Maybe run their plate if I’m really interested in the car. But that’s not a violation in itself.
I leave that alone, ain’t nobody got time for that. I got calls to attend. Don’t be that guy…
Not a good stop, find something else.
You can’t enforce another’s states law in a different state.
Example: New Hampshire requires front and back. Florida requires rear only. If I see a New Hampshire vehicle with back plate only, I can’t stop that car in Florida because they’re violating New Hampshire state law.
Move so I’m not behind them.
Straight to Jail.
I routinely stop people for having only one plate. If you feel comfortable stopping people for being on their cellphones, window tint, mud flaps, third brake lights, then stopping at no front plate makes no sense.
