[TOMT] [Children’s book][1970s]

A long shot this will be.
I read it as a child in the 80s, in Australia. I recall it was a primarily a picture book with a story to go with it. Hard cover.
From what I recall:
1. Starts off in an industrial type English town.
2. Must have been near a rocky beach and sea as the story takes place near there.
3. I can’t remember a human character which makes me think it was mainly animals. I definitely remember crabs. Even a hermit crab inhabiting an old tin can.
4. Maybe a bird aswell? Seagull? Pelican? I can’t remember anything about the plot.
5. Lots of rocks. Maybe an old fishing line and hook somewhere.

Very obscure I know. Any ideas would be great.
