[TOMT] horror movie i watched in like 2015

it was a little blonde girl who got kidnapped when she walked home from school i think? and the man kept her in a shed i believe,, the wife of the kidnapper found her and fully believed she was her lost daughter who went missing as a baby or something and idk what happens from there but i know the girl that was kidnapped hates water and i specifically remember a scene where the mother was at the edge of a beach or something and the kidnappers wife was holding the moms daughters hand in the water . the mom starts saying something like get her out of the water she hates the water and the wife was like no my baby loved water thats all i can really remember im sorry i cant remember more i know she had some type of teddy bear in the shed and i think the girls name mightve been hailey or something similar but i could definitely be mistaken
